The Cedar Key Community Redevelopment Agency (CRA) has officially launched a major initiative to enhance local commerce and community infrastructure. Under RFQ No. 2026-CRA-002, the CRA is inviting qualifications and incentive applications from parties interested in establishing and operating a full-service grocery store within the CRA district.

With applications open as of October 30, 2026, and closing on November 30, 2026, at 4:00 p.m. Eastern Time, this program provides a vital opportunity to expand everyday retail options, support commercial property rehabilitation, and build long-term storm resiliency in Cedar Key.

Program Overview & Available Funding

To help offset the costs of opening or expanding a grocery location, eligible applicants can request a reimbursement grant of up to 50% of approved eligible improvement costs, not to exceed $150,000.

  • No Minimum Project Cost: There is no minimum total project cost, meaning smaller projects can qualify for proportionately smaller awards.

  • Matching Requirement: To secure the maximum $150,000 award, applicants must document at least $300,000 in approved eligible improvement costs, with at least $150,000 funded from non-CRA sources.

  • Funding Structure: All awards are contingent upon funding availability, CRA Board approval, attorney review, and a fully executed grant agreement.

What Improvements Are Eligible?

Grant funding targets permanent, high-impact investments that modernize properties and fortify them against severe weather. Subject to written CRA approval, eligible improvements include:

  • Building Rehabilitation: Permanent interior upgrades and general building rehabilitation.

  • Core Systems: Upgrades to electrical, plumbing, and other essential building systems required for grocery retail.

  • Exterior & Accessibility: Facade enhancements, signage, pedestrian access improvements, and ADA accessibility upgrades.

  • Storm Resiliency: Flood protection, storm-resistant materials, critical equipment safeguarding, and approved backup-power solutions.

Note: Excluded expenses include inventory, payroll, routine rent, utilities, ordinary maintenance, debt payments, and pre-agreement costs unless authorized in advance.

Core Requirements for Applicants

To ensure long-term success and community benefit, applicants must meet several key criteria:

  1. Property Control: Applicants must either own the property or hold a valid lease covering the entire improvement period plus a five-year operating commitment (with written property owner consent).

  2. Comprehensive Submissions: Proposals must include a detailed business plan, operating projections, startup funding proof, itemized improvement budgets, site plans, and a project timeline.

  3. True Grocery Commitment: The store must operate primarily as a grocery provider offering a meaningful selection of fresh produce, dairy, proteins, pantry staples, and household essentials. Operations focused primarily on souvenirs, specialty gifts, or prepared restaurant meals do not qualify.

  4. Storm Preparedness: Applicants must submit a thorough plan covering refrigeration protection, electrical safety, outage food safety protocols, and post-storm recovery procedures.
